  1. (a)These regulations are to be followed when:
    1. (1)The Selective Service System is owed a debt by an individual currently employed by another federal agency;
    2. (2)The Selective Service System is owed a debt by an individual who is a current employee of the Selective Service System; or
    3. (3)The Selective Service System employs an individual who owes a debt to another federal agency.
