  1. (a)In accordance with section 3.1(d) of the Order, agencies may declassify information when the public interest in disclosure outweighs the need for continued classification.
  2. (b)Agencies may also establish a discretionary declassification program that is separate from their automatic, systematic, and mandatory review programs.
