Do not make an advance payment if the claim is payable under the:
  1. (a)Federal Tort Claims Act.
  2. (b)International Agreement Claims Act.
  3. (c)Military Personnel and Civilian Employees' Claims Act. (Separate regulations issued under the Act provide for partial payments.)
