  1. (a)A proper claimant.
  2. (b)An authorized agent or legal representative of a proper claimant.
  3. (c)A survivor of a deceased proper claimant in this order:
    1. (1)Spouse.
    2. (2)Children.
    3. (3)Father or mother.
    4. (4)Brothers or sisters.
