As used in this part, the term:
  1. (a)Federal Register document means a document intended for publication in the Federal Register and bearing in its heading an identification code including the letters FRL.
  2. (b)Admininstrator means the Administrator or any official exercising authority delegated by the Administrator.
  3. (c)General Counsel means the General Counsel of EPA or any official exercising authority delegated by the General Counsel.
