  1. (a)Any State enforcement order, including any State court order, must be submitted to the Administrator within 60 days of its issuance or adoption by the State.
  2. (b)A State enforcement order or other State action must be submitted as a revision to the applicable implementation plan pursuant to § 51.104 and approved by the Administrator in order to be considered a revision to such plan.
