The provisions of this subpart must not be construed in any manner to preclude any State or political subdivision thereof from:
  1. (a)Adopting and enforcing any emissions standard or limitation applicable to a manufacturer or importer of architectural coatings; or
  2. (b)Requiring the manufacturer or importer of architectural coatings to obtain permits, licenses, or approvals prior to initiating construction, modification, or operation of a facility for manufacturing an architectural coating.
