  1. (a)Any significant revision to a state or Tribal plan shall be adopted and submitted as specified in § 60.28a.
  2. (b)A revision of a plan, or any portion thereof, shall not be considered part of an applicable plan until approved by the Administrator in accordance with this subpart and subpart Ba of this part.
