  1. (a)The affected facility to which the provisions of this subpart apply is each rotary spin wool fiberglass insulation manufacturing line.
  2. (b)The owner or operator of any facility under paragraph (a) of this section that commences construction, modification, or reconstruction after February 7, 1984, is subject to the requirements of this subpart.
