40 CFR §60.693-1

1. (a)An owner or operator may elect to construct and operate a completely closed drain system.
2. (b)Each completely closed drain system shall be equipped and operated with a closed vent system and control device complying with the requirements of § 60.692-5.
3. (c)An owner or operator must notify the Administrator in the report required in 40 CFR 60.7 that the owner or operator has elected to construct and operate a completely closed drain system.
4. (d)If an owner or operator elects to comply with the provisions of this section, then the owner or operator does not need to comply with the provisions of § 60.692-2 or § 60.694.
5. (e)
   1. (1)Sewer lines shall not be open to the atmosphere and shall be covered or enclosed in a manner so as to have no visual gaps or cracks in joints, seals, or other emission interfaces.
   2. (2)The portion of each unburied sewer line shall be visually inspected initially and semiannually thereafter for indication of cracks, gaps, or other problems that could result in VOC emissions.
   3. (3)Whenever cracks, gaps, or other problems are detected, repairs shall be made as soon as practicable, but not later than 15 calendar days after identification, except as provided in § 60.692-6.
