  1. (a)You must use the Mercury Electronic Reporting (MER) application to complete and submit required information as set forth in § 713.17. Submissions may only be made as set forth in this section.
  2. (b)Submissions must be sent electronically to EPA via CDX.
  3. (c)Access MER and instructions, as follows:
    1. (1)By website. Access MER via the CDX homepage at https://cdx.epa.gov/ and follow the appropriate links.
    2. (2)By phone or email. Contact the EPA TSCA Hotline at (202) 554-1404 or TSCA-Hotline@epa.gov.
