The stable base budget amount may include, at the option of the Self-Governance Tribe,
  1. (a)Recurring funds available under section 106(a) of the Act [25 U.S.C. 450j-1] ;
  2. (b)Recurring Tribal shares; and
  3. (c)Any recurring funds for new or expanded PSFAs not previously assumed by the Self-Governance Tribe.
