Stable base funding amounts are subject to adjustment:
  1. (a)Annually only to reflect changes in Congressional appropriations by sub-sub activity excluding earmarks;
  2. (b)By mutual agreement of the Self-Governance Tribe and the Secretary; or
  3. (c)As a result of full or partial retrocession or reassumption.
