42 CFR §137.419

1. (a)to conduct a hearing on the record;
2. (b)to permit the parties to engage in full discovery relevant to any issue raised in the matter;
3. (c)to issue a recommended decision; and
4. (d)to take such action as necessary to insure rights specified in § 137.430.
