The Administrator mails the State a notice of hearing or opportunity for hearing that—
  1. (a)Specifies the time and place for the hearing;
  2. (b)Specifies the issues that will be considered;
  3. (c)Identifies the presiding officer; and
  4. (d)Is published in the Federal Register.
