The presiding officer may immediately exclude from the hearing any person who—
  1. (a)Uses disrespectful, disorderly, or contumacious language or engages in contemptuous behavior;
  2. (b)Refuses to comply with directions; or
  3. (c)Uses dilatory tactics.
