A State plan must include a description of the method the State uses to—
  1. (a)Involve the public in both the design and initial implementation of the program;
  2. (b)Ensure ongoing public involvement once the State plan has been implemented; and
  3. (c)Ensure interaction with Indian Tribes and organizations in the State on the development and implementation of the procedures required at § 457.125.
