All requests for changes in manning as indicated on the COI must be sent to—
  1. (a)The Officer in Charge, Marine Inspection (OCMI) who last issued the COI; or
  2. (b)The OCMI conducting the inspection, if the request is made in conjunction with an inspection for certification.
