In this part hazardous material means a liquid material or substance that is—
  1. (a)Flammable or combustible;
  2. (b)Designated a hazardous substance under section 311(b) of the Federal Water Pollution Control Act (33 U.S.C. 1321); or
  3. (c)Designated a hazardous material under 49 U.S.C. 5103.
