No person may operate a vessel without carrying a shipping document in the wheelhouse that lists for each cargo on board:
  1. (a)The cargo tank in which the cargo is stowed;
  2. (b)The name of the shipper;
  3. (c)The location of the loading terminal;
  4. (d)The cargo name as listed in Table 4; and
  5. (e)The approximate quantity of the cargo.
