“An oceanographic research vessel is a vessel which the U.S. Coast Guard finds is employed exclusively in one or more of the following:
  1. (a)Oceanographic instruction;
  2. (b)Limnologic instruction;
  3. (c)Oceanographic research; or,
  4. (d)Limnologic research.”
