The Commission shall conduct an investigation of the applicant's qualifications for a license. Such investigations may address:
  1. (a)The accuracy of the information submitted in the application;
  2. (b)The integrity and financial responsibility of the applicant;
  3. (c)The character of the applicant and its qualifying individual; and
  4. (d)The length and nature of the qualifying individual's experience in handling ocean transportation intermediary duties.
