  1. (a)Upon a showing of good cause, the Commission may waive the requirements of §§ 535.401, 535.403, 535.404, 535.405, and 535.406.
  2. (b)Requests for such a waiver shall be submitted in advance of the filing of the agreement to which the requested waiver would apply and shall state:
    1. (1)The specific provisions from which relief is sought;
    2. (2)The special circumstances requiring the requested relief; and
    3. (3)Why granting the requested waiver will not substantially impair effective review of the agreement.
