This part prescribes policies and procedures for contract financing and other payment matters. This part addresses—
  1. (a)Payment methods, including partial payments and progress payments based on percentage or stage of completion;
  2. (b)Loan guarantees, advance payments, and progress payments based on costs;
  3. (c)Administration of debts to the Government arising out of contracts;
  4. (d)Contract funding, including the use of contract clauses limiting costs or funds;
  5. (e)Assignment of claims to aid in private financing;
  6. (f)Selected payment clauses;
  7. (g)Financing of purchases of commercial products and commercial services;
  8. (h)Performance-based payments; and
  9. (i)Electronic funds transfer payments.
