The Committee is an independent Government activity with members appointed by the President of the United States. It is responsible for—
  1. (a)Determining those supplies and services to be purchased by all entities of the Government from AbilityOne participating nonprofit agencies;
  2. (b)Establishing prices for the supplies and services; and
  3. (c)Establishing rules and regulations to implement 41 U.S.C. chapter 85.
