  1. (a)An agency shall accord consultation rights on Government-wide rules or regulations to a labor organization that:
    1. (1)Requests consultation rights on Government-wide rules or regulations from an agency; and
    2. (2)Holds exclusive recognition for 3,500 or more employees.
  2. (b)An agency shall not grant consultation rights on Government-wide rules or regulations to any labor organization that does not meet the criteria prescribed in paragraph (a) of this section.
