  1. (a)An agency must make fitness determinations for excepted service positions in accordance with the applicable requirements of part 731 of this chapter.
  2. (b)An agency must record its reasons for making fitness determinations under part 731 of this chapter and must furnish a copy of those reasons to an applicant upon their request.
