  1. (a)Agencies shall develop one or more award programs for employees covered by this subpart.
  2. (b)Agencies are encouraged to involve employees in developing such programs. When agencies involve employees, the method of involvement shall be in accordance with law.
  3. (c)An agency award program shall provide for—
    1. (1)Obligating funds consistent with applicable agency financial management controls and delegations of authority; and
    2. (2)Documenting justification for awards that are not based on a rating of record (as defined in § 430.203 of this chapter).
