  1. (a)Except as provided in paragraph (b) of this section, this subpart applies to employees, as defined in § 550.803 of this subpart.
  2. (b)This subpart does not apply to—
    1. (1)Employees of the government of the District of Columbia; and
    2. (2)Employees of the Tennessee Valley Authority.
