  1. (a)An agency may take action under this subpart for such cause as will promote the efficiency of the service as set forth in 5 U.S.C. 7503(a).
  2. (b)An agency may not take a suspension against an employee on the basis of any reason prohibited by 5 U.S.C. 2302.
