The presiding officer may:
  1. (a)Administer oaths and affirmations;
  2. (b)Rule upon offers of proof and receive relevant evidence;
  3. (c)Fix the time and place of hearing;
  4. (d)Regulate the course of the hearing;
  5. (e)Exclude any person from the hearing for contumacious conduct or misbehavior that obstructs the hearing;
  6. (f)Hold conferences for simplification of the issues, or for any other purpose;
  7. (g)Dispose of procedural requests or similar matters;
  8. (h)Authorize the filing of briefs and set the time for filing;
  9. (i)Make initial decisions; and
  10. (j)Take any other action in the course of the proceeding consistent with the purposes of this subpart.
