  1. (a)You must design, shield, and focus lighting to minimize the effects of spill light on the night sky or adjacent areas; and
  2. (b)You must reduce visual contrast in the landscape in selecting the area of operations, avoiding unnecessary disturbance, choosing appropriate colors and materials for roads and permanent structures, and other means.
