  1. (a)You must demonstrate to the Service that you have the right to operate in order to conduct operations on Service-administered lands or waters.
  2. (b)Except as provided in §§ 29.43 or 29.44, before starting operations, you must obtain a temporary access permit under §§ 29.70 through 29.73 for reconnaissance surveys and/or an operations permit under §§ 29.90 through 29.97.
