For the purpose of any competitive program under this chapter—shall be given the same consideration as a local educational agency.
  1. (1)a consortium of schools operated by the Bureau of Indian Education;
  2. (2)a school operated under a contract or grant with the Bureau of Indian Education in consortium with another contract or grant school or a tribal or community organization; or
  3. (3)a Bureau of Indian Education school in consortium with an institution of higher education, a contract or grant school, or a tribal or community organization,
