The Secretary shall no later than December 31, 1995, submit to the Congress a report setting forth—
  1. (1)the number, type and cost of eligible properties transferred pursuant to this part;
  2. (2)the income, race, gender, children and other characteristics of families participating (or not participating) in homeownership programs funded under this part;
  3. (3)the amount and type of financial assistance provided under and in conjunction with this part;
  4. (4)the amount of financial assistance provided under this part that was needed to ensure continued affordability and meet future maintenance and repair costs; and
  5. (5)the recommendations of the Secretary for statutory and regulatory improvements to the program.
