In this Act:
  1. (1)DepartmentThe term “Department” means the Department of Energy.
  2. (2)Institution of higher educationThe term “institution of higher education” has the meaning given the term in section 1001(a) of title 20.
  3. (3)SecretaryThe term “Secretary” means the Secretary of Energy.
