In this chapter:
  1. (1)The term “common carrier” has the meaning given that term in section 40102 of this title.
  2. (2)The term “passenger vessel” has the meaning given that term in section 2101 of this title.
  3. (3)The term “Secretary” means the Secretary of the department in which the Coast Guard is operating.
