To qualify for an endorsement as lifeboatman, an applicant must provide satisfactory proof that the applicant—
  1. (1)has the service or training required by regulation;
  2. (2)is qualified professionally as demonstrated by examination; and
  3. (3)is qualified professionally by actual demonstration.
