Before the Director of OLMS takes either of the following actions, a contractor or subcontractor must be given the opportunity for a hearing:
  1. (a)Issues an order for cancellation, termination, or suspension of any contract or debarment of any contractor from further Government contracts under Sections 7(a) or (b) of the Executive Order and § 471.14(d)(1) or (2) of this part; or
  2. (b)Includes the contractor on a published list of non-complying contractors under Section 7(c) of the Executive Order and § 471.14(f) of this part.
